**Subject:** Supply, installation, testing and commissioning of one 500 kVA, 11/0.415 kV packaged substation

Bidders must submit a technical proposal with a clause-by-clause compliance statement against every clause below. Proposals without a compliance statement will not be evaluated.

## Technical requirements

1. **Transformer:** 500 kVA, 11/0.415 kV, Dyn11, ONAN, copper windings, off-circuit tap changer ±2 × 2.5%, to IEC 60076.
2. **Losses:** no-load loss not more than 850 W; load loss at 75 °C not more than 5,500 W. Bidders must state guaranteed losses. For evaluation, BDT 150,000 per kW of guaranteed loss above these limits is added to the offer price.
3. **HT switchgear:** 11 kV vacuum circuit breaker, 630 A, 20 kA for 3 s, with numerical relay (overcurrent and earth fault).
4. **LT panel:** 1,000 A air circuit breaker incomer; 6 outgoing MCCBs (2 × 400 A, 4 × 250 A); digital multifunction meter.
5. **Power factor improvement:** 300 kVAR automatic PFI panel, 6 steps, detuned reactors (7%), target PF 0.95 or better.
6. **Enclosure:** outdoor, IP54, powder-coated, suitable for 40 °C ambient and 95% humidity.
7. **Earthing:** system earth resistance of 1 ohm or less, with test report after installation.
8. **Standards:** equipment to IEC standards; installation to BNBC 2020 Part 8 and Bangladesh Electricity Rules.
9. **Type tests:** type test reports from an independent accredited laboratory for the transformer and VCB, dated within the last 5 years.

## Commercial requirements

10. **Delivery:** within 12 weeks of work order, including installation and commissioning.
11. **Warranty:** 24 months from commissioning.
12. **Service:** bidder must have a service centre within 50 km of Gazipur and respond to faults within 24 hours.
13. **Authorisation:** manufacturer's authorisation letter for the transformer and switchgear.
14. **Validity:** offer valid for 90 days.
15. **Liquidated damages:** 0.5% of contract value per week of delay, capped at 10%.
16. **Payment:** 30% advance against bank guarantee, 60% on delivery, 10% after commissioning.
